MINUTES OF THE 24th ANNUAL GENERAL MEETING

HELD AT CHEYENNE, WYOMING

HOLLIDAY INN

THURSDAY, MAY 31, 2007

 

The 24th annual general meeting of the PNSCA was called to order by President Don (Chuckles) Rigby at 1406 hours.  President Rigby introduced the board members to the membership.  The Judges were introduced as well:

Mark Burgad

Mike Howard

Ed Whitenett

 

The minutes of the 2006 AGM was read with a correct on spelling.  Ian (Skogie) Skogstan made the motion and was approved as corrected

 

The treasurer’s report was given with supporting documents in the hand of the membership showing a pre convention balance of $5,499.42.  Since the books had already been audited, Ian (Skogie) Skogstad moved the report be accepted.  Motion carried.

 

Under Old Business: President. Don (Chuckles) Rigby noted changes in the by-laws.  There were questions by the Nobility and answered accordingly.  After a lengthy discussing and clarifications a motion was made by Ed (Stripes) Whitenett to accept the changes as posted.  John “Tiny” Alexander 2nd the motion.  The revised by-laws were passed.

 

President Don (Chuckles) Rigby noted changes in competition rules and stated that the rules are as we are actually practicing them.  Several questions were raised regarding such topics as who judges the parades, ISCA or PNSCA.  Other issues regarding competition were unit skits and two man skits.  The lengthy discussion on those topics occurred and resolved through clarification. It was noted that the ISCA judges are not always available, they usually leave that morning.  PNSCA Executive committee, specifically the President is responsible for the judging.  However, if an ISCA Executive member is available he will assist the PNSCA President. 

 

President Don (Chuckles) Rigby explained the “Top Banana” competition.  Some minor discussion took place.  A motion was make to accept the competition rules and “Top Banana” by Mike “Ted E Bear) Ito and 2nd by Ian (Skogie) Skogstad.  The motion passed unanimously.

 

The President Report was focused on the future, “Where are we going?” and “What can we do?”

 

New Business:  Part of the Presidents report was having the PNSCA in a different location and perhaps time of PNSA to draw more Joey’s.  A very lengthy discussion occurred on this notion of having a separate convention from PNSA.  Mark Burgad of ISCA talked with the Nobility regarding ISCA struggles and how they are solving them.  A motion was made by Jim (Snapshot) and 2nd by President Don (Chuckles) Rigby for the incoming Executive Board to find a system that would be equitable to resolve the  problems we are facing (having a place and time different from PNSA).  The motion was carried.

 

Elections:

 

Ed (Stripes) Whitenett moved that all officers move up one position with the exception of the Sec/Treas.  Herman (Lucky) Seibert 2nd the motion.  Carried.

 

John (Tiny) Alexander moved that Jerry (Pokey) Williams be re-elected as Secretary/Treasure.  Ed (Stripes) Whitenett 2nd the motion.  Carried.

 

The position of the 3rd Vice President was open to the floor.  A nomination of John (No Dough) Maloney was made and was unanimously voted in by the Nobility.

 

The executive board consists of the elected officers, the immediate past president, the past president, the year 2nd year past president, and the Nobles at-large, Mike Ito and Fred Wendt

 

No further business appearing the meeting was adjourned at 5:41 PM.
